The purpose of Internet Censorship Monitoring is to promote digital rights and freedom of expression by monitoring websites and social media platforms.

This Report presents the consolidated results of two projects, the East-West Management Institute, Inc. (EWMI)-funded Internet Monitoring and Action Project (iMAP) (2021-2024),implemented by API, and the USAID-funded Civil Society Support (CSS) Project (2021-2025),implemented by FHI 360 and the International Center for Not-for-Profit Law (ICNL).

During the 7th Cambodian national election held on 23 July 2023, a total of 53 websites from different categories were monitored using the Open Observatory Network Interference (OONI) tool. The websites belonged to the following categories: News (21 websites), social media (6 websites), Human Rights Issues (14 websites), Social Networks (8 websites), and Government, Election, or Politician (4 websites).

Only the websites in the News and Human Rights category were found to be blocked, particularly those belonging to independent media. Specifically, 9 out of 21 websites from the News category and 1 out of 14 websites from the Human Rights category had been blocked by the internet service providers (ISPs) using the methods of DNS and TCP blocking. The independent news outlets with blocked websites were Radio Free Asia (English and Khmer websites), Voice of Democracy (English and Khmer websites), the Kamnotra database run by the Cambodia News, the Cambodia Daily, and Monoroom News.

To examine the current state of internet censorship in Cambodia, theOpen ObservatoryofNetworkInterference(OONI),SinarProject, and theAdvocacyandPolicy Institutewith the participation of Digital Right Working Group (DRWG) collaborated on a joint study to examine whether internet censorship events were persisting in the country through data collection and analysis of network measurements. The aim of this study, which ran from 1 July 2022 to 30 June 2023, is to uncover trends of internet censorship.

TheOpen ObservatoryofNetworkInterference(OONI)is a global community that has measured Internet censorship since 2012. OONI tests the blocking of websites and apps and measures the speed and performance of the network. Find out more about OONI athttps://ooni.org/.

The limitation of this report is that it is based only on data generated from OONI, which is obtained from people in Cambodia and across the globe voluntarily running OONI Probe. The intention is to monitor the websites of individual organisations, their partners, and any members that may be blocked at any time, particularly during the national elections and other circumstances.

iMAP Cambodia 2024 Internet Censorship_Key Finding Report

Advocacy and Policy Institute (API) implements a project on Citizensoandorsquo; Voices and Actions for Sustainable Development in Cambodia, and another project to develop a Citizen Budget App for a number of communes/Sangkat and districts/municipalities in 09 provinces/city. The project completed the budget analysis that aims to make an analysis of the budget information of the commune/Sangkat and district/municipality available in the Citizen Budget App to identify significant areas for policy advocacy action to improve budget allocation at the commune/Sangkat and district/municipality levels. The analysis method used a literature review and secondary data from the Citizen Budget App tracked in July 2023.

Internet Monitoring Action Project (iMAP) aims to establish regional and in-country networks that monitor network interference and restrictions to the freedom of expression online in 9 countries: Myanmar, Cambodia, Hong Kong, India, Indonesia, Malaysia, Philippines, Thailand, and Vietnam. Sinar Project is currently working with national digital rights partners in these 9 countries. The project is done via Open Observatory Network Interference (OONI) detection and reporting systems, involving the maintenance of test lists and measurements.

Overview of Internet Censorship

There are no countries in the Southeast Asian region that have gained the status of achieving internet freedom considered as freeoandordquo;. Governments in the region are increasingly imposing Internet regulations in a manner that restricts the flow of information across national borders and limits internet freedom. Despite being a party to the International Covenant on Civil and Political Rights (ICCPR) that provides protection to the freedom of expression which can only be restricted in limited circumstances of legality, legitimacy and necessity under Article 19(3), the Inter-Ministerial Prakas (proclamation) on Website and Social Media Control was adopted to impose obligation on all internet service providers to install surveillance software to monitor content circulated on the internet. The new National Internet Gateway requiring internet service providers in Cambodia to reroute internet traffic through a regulatory body will enable monitoring of online activity. Internet freedoms in Hong Kong continue to diminish. The imposition of National Security Law has led to political websites showing dissident contents to be blocked on the grounds of national security.
